Isn't there a penalty for doing something unskilled?

I thought there was a penalty for doing something unskilled?
I just cant find it now.

Should a character unskilled in beam weapons be penalized further by a penalty for using a laser in combat?


I might not be a dralasite, vrusk or yazirian but I do play one in Star Frontiers!

I don't remember a specific penalty, I've always just treated it as having a skill level of zero.  However, some skills (like many of the bio-social, technical, and spacecraft skills) I rule that you need at least a level 1 to attempt.

I would have to agree with Terl on this, real life example:
I can repair the howitzers we have in my unit, But I would be hard pressed to operate one by myself without at least getting a class on the aiming system, the powder charge measurements, its easy enough to put a shell in and pull the trigger... but the hitting the target is another story... besides they heave a 5 or 6 man crew. There is a lot more to it than that, but I am just saying for example.
The bombing starts in five minutes.

That's also how I treat unskilled use as well.
