In the bad old days of WARCOM, zeds were those noncitizens with Social Contribution Scores of 00-0F.

The lowest of the low, they had absolutely no rights, no voice, no hope of anything other than being brutalized and worked to death by the citizens above them.

The Social Contribution Score system has died with WARCOM, so the Media Committee tells us, but the term still persists for those who the Terranovan government insist choose to be the lowest of the low, living in squalor and poverty, choosing to work the most backbreaking, demeaning jobs, choosing to be trapped in lifestyles which cause them the greatest amount of harm and misery.

It's really all their fault, and they need to stop blaming others and take responsibility for their actions.
