Having an area rife with pirates and other such "low life" is, perhaps, something that could be developed quite a bit by a creative GM! :)

How much of this should, or even has been developed thus far?

Little Questions.
How do pirates keep pirates in-line?
Who is the "law"?

Some possibilites for campaigns.

  1. "Deep Plant" - a Star Law Ranger arm devoted to infiltrating top pirate offices.
  2. Pirates planning raids into Frontier space.
  3. A threat beyound the Vast Freehold threatens the pirates, they call on the UPF to unite against a common foe. Arrrrr and Tally Ho's are heard throught pirate and UPF ships as Military crew-cuts sit next to gypsy-looking swashbucklers.

One possibility for this might be the idea of the sathar/reaver type of thingee we have been brainstorming a little over in the Sathar forum ....

The UPF would need an vested interest in order to help plundering pirates.
The threat could be something new - not the Sathar.
I don't agree with using the reavers in SF. Sathar are much more sophisticated, they tried two frontal assaults and failed. Now they are mind-wiping citizens to gain a foothold or to weaken the UPF, perhaps in prepreation to another fleet attack.

Ah ha ... could you chime in over in the Sathar forum on more of this then w00t? It is explained in more detail over there and perhaps the topic could be done more justice per se.... :)

I treat it like organized crime/mafia. The Star Devil is the reigning faction in my campaign, with six other major factions underneath and a host of minor/independants. Each faction has a system (some more than one) whose population supports their ruling class (aka the pirates residing there). Each faction is entrusted with one facet of the pirating chores, such as one for smuggling, one for slave trading, one for outright plundering, etc. Of course sometimes one group decides they want a piece of another group's action, and things erupt into full scale war.

The Pirate Wars -- nice idea for a huge campaign. :-)

Yeah I think that with a pirate campaign you could introduce some cool new things.
Confucious Says:
Man with one chopstick go hungry.
Man who eat many prunes get good run for money.
Man who live in glass house should change clothes in basement.

That was the concept behind my Space Pirates game. To kick that off I had players participate in a role reversal of the Volturnus trilogy....they were recruited into the Star Devils and were amongst the group that ransacked teh Serena Dawn, participated in missions for Outpost One and Slave City One, etc. You can see some of that here:

http://spacepirates.forumup.org/

Sadly my online time was cut short (and frankly I'm surprised the site is still up considering the idle time limits there) and I haven't been able to host the game for some time. In the end, players that survive the Volturnus game (remember, the Sather fleet is approaching and the pirates have to evacuate before they get there!) end up in the Vast Freehold and are eventually sent to their version of Gollwin Acadamy and entrusted with a pirate assault scout to plunder the Frontier with (along with the expected kickbacks).
