Multiple ships in one hex

How will you work out multiple ships in one hex?

Here's my initial idea:

If all ships are on the same side a fleet marker will be placed.  Either hovering the mouse over or right-clicking the fleet marker will display a pop-up with the images and names of each ship in a scrollable list box.  This gives both sides the ability to easily select the appropriate ship.

If there are two ships of different sides the two images will be scaled down so that both can be seen.  Hovering/right-clicking over the hex will cause the same pop-up described above to appear.

Having multiple ships from either or both sides works similar.  All sides with multiple ships will have fleet markers instead of the ships.  So if there are two UPF ships and one Sathar frigate in the same hex the display will show a scaled down UPF fleet maker and a scaled down Sathar frigate.  If both sides had two ships each in the hex there would be two scaled down fleet markers, one for each side.

I think it would be cool to scale down and organize the ships to all appear in the hex.  But I don't see that happening with the first release.

That sounds like as good a solution as any I can imagine.  Scaling down 32x32 images results in some tiny images.
