Out of curiousity I just scanned through the core rule book from Palladium. It has a lot of detail, possibly too much- just looking at the stock characters there are a lot of stats and such to track.

Palladium's rules institute random generation and the writers went so far as to practically tell you that if you're a good role player you'll just roll with it.

I think Star Frontiers would be a good basis for playing this sort of game- if for no other reason that its old school and fast play.

Palladium's rules uses a point system for building animal characters, but you roll for where they came from and what they are. Mutant Ninja Frontier Animals would use some random tables (w00t loves dice tables) for the same thing. Combat rules get ported over, The clunkiness of the space ship rules actually works in our favor here as what I remember of the comic books the cannon KHs would feel right.

I would say include some ninja and samurai weapons sai and kata and fighting hat etc.

plus I would think that there should be some futuristic weapons- but higher more Sci-fi stuff should be expensive or tough to come by or there could even be a point build system for weapons IIRC there was a cool article on sonic and electric weapons in the SFman that could be raided for ideas.

The one glaring item that jumps out at me is setting; IMO it needs to be earth centric with earth animals available. Or something quasi earth like with the look and feel of earth but earth with some really juicy "Gotham" cities. Maybe time warped so that Soviet Russia still exists because Siberian Samnokov (Sam for short but never to his face) The Russia Bear would just be FUN to play with as a foil.

If the creatures were not Earth-centric animals than they would by definition be aliens. Still the occasional alien would be interesting in the mix since TMNT did have aliens in it.

In future since I have this quirk about it, it is martial arts weapons because ninja, samurai and even the Sholin monks used alot of the same ones. Still monofilament katanas, sonic sai, retractable bo staff and positive and negative force nunchaka would be cool.
Sounds like a great job but where did you say we had to go?

Aliens are probably a must I loved the triceratops dudes. And since the emphasis isn't on getting a ship and flying around the galaxy I would say just use KHs as is and ignore any clunkiness. KHs will function just fine for what you need it to do in that game and setting.
