They would be formed to compete with the big guns; PGC, Streel, CDC, etc... United Planetary Organizations - overseas that everyone plays nice. NorPACT is the military arm of UPO and enforces laws. NorPACT can be called on in times of need by the UPF. |

UPF is the military and plentiful and StarLaw are police but, fewer in number...so NorPACT is like the FBI or state higher law enforcement <ex: Florida - police, highway patrol and FDLE (Florida Department of LAw Enforcement ~ like FL's FBI)>. |
