The Pirates of Volturnus

if the pirates are busy with mining and only sink the 2 ships sent with survey expeditions they dont seem to be much in the way of pirates. Even overseeing a slave workforce in a mining operation doesn't seem very pirate like to me.

In "Volturnus connection", the vrusk CEO of a corporation became aware of the wealth in Zebulon and faked his kidnapping and death to slip away, organize pirates and rape the wealth of Volturnus. Some years ago there was an interesting movie called the Pirates of Silcon Valley depicting corporate pirates in the battle between Apple and Mircrosoft.

So what if the Volturnus pirates are corporate empolyees and the PCs are low level workers?
The adventure could start in Truane's Star with the kidnapping, proceed to the setting up of the pirate town, and other hijinks on the planet with the arrival of the survey teams being a catalyst for a tranisition in the story.

even though the PCs contribute to the sathar's defeat they are technically criminals, Star Law will be interested in finding all the people that were involved. Col. Jamison will turn a blind eye and do a little redirecting of the investigating Star Law agents to allow the PCs to get away. They are the heros but no one knows and they get little to no real reward other than XP or some of the pirate equipment and or supplies they can abscond with.
I might not be a dralasite, vrusk or yazirian but I do play one in Star Frontiers!

New set up for a solo campaign: PC is a Star Law agent or insurance investigator looking into a ship thought lost that appears to have had its papers and name changed and was resold. (Serena Dawn) investigation leads to "fence" and pirates and eventually Volturnus.
I might not be a dralasite, vrusk or yazirian but I do play one in Star Frontiers!

Insurance Agent... that happens in RL, ship lost, last location, see if it can be salvaged etc... good idea
