It would probably be best to establish basic principles of the UPF Charter, and work forwards from there. On the one hand, we could use an earthly government as the model. Or that might be derivative and boring. I'm open to any ideas or suggestions, of course. |

Imperial Lord May 14, 2008 - 2:00pm | By the way, Larry - there is definitely something in Knight Hawks about the UPF Charter. I believe it is in the campaign section. It does not say much, but there is something in there. I'm pretty sure it just says something to the effect that the member planets cannot be interfered with on their surfaces (if you will) by the UPF. In other words, UPF authority starts outside of member planet orbit. |

the general welfare, and secure the blessings of liberty and all that ) I always had the UPF (Star Fleet, Star Law, etc) have jurisdiction right up to the planet's atmosphere and the surface of it's moons. In other words, if it was on the ground they didn't interfere unless invited (or in pursuit in the case of Star Law) but if it was in space (including on the space stations) they had full, if sometimes joint, jurisdiction. Gergmaster May 14, 2008 - 6:18pm | I would go with either like militia (civil defense) and military groups hold jurisdiction all over the place in times of war. Civil Defense is meant to keep policing of planets in the hands of citizens and not the federation military. While military groups can train, bring relief (natural disasters, etc), and even defense on worlds that dont have any real protection from bandits, pirates, or even Sathar. The UPF does collect taxes for the maintenance of the Star Law Rangers and the Spacefleet, but the United Planets are concerned only with the defense of the Frontier. Planetary governments and large corporations make most of the day to day policy decisions on the various planets of the Frontier. The organization of several of these institutions is explained below, as well as a brief description of the interaction between the Four Races and the Sathar. The Spacefleet was formed after the first Sathar war, to defend the Four Races of the Frontier from all external foes. The fleet has been equipped with a series of fast and modern ships, the mightiest of which are the three battleships: Admiral Clinton, Admiral Morgaine and Admiral Harsevoort. |

You might be able to find some ideas and influences that could help write the UPF charter. Or if you really want to be searching for stuff look through Asian and African history.
