    Thread Locking

    I would like the ability to lock threads. For instance, there's no reason for anyone to need to post in a Code of Conduct thread. Other threads may have served their purpose, or someone may request that a thread they started not go any further. Thread locking would be useful in these cases.

    I added two red manager-only buttons on a forum posted in a project.  One says "Make Sticky" or "Make Unsticky" depending on the current status, while the other says "Open Post" or "Close Post", depending on whether the thread is open or closed.  Please test and let me know if it's all okay.

    The button switch isn't occurring. I clicked "Close Topic" and it still showing the "Close Topic" and MailBot 5000 posted.

    Additionally, the thread I created to be "sticky" isn't stickied.
