CR "law levels"? Help?

I keep seeing CR ratings referring somehow to "levels" of law in Wiki entries.  Supposedly it has something to do with Zeb, but I can't find it IN Zeb.

Can anyone explain this or point me to the right articles?  Google Fu is failing me.

Also true. I think that the IA is the least involved that Star Law should be in inter-planetary affairs.  I am of the opinion that no one, not one person, one corporation, not even a government should be in a position where it is placed above the law.  The Dragon articles make it pretty clear that Star Law can if it feels it must, intervene in planetary situations, it simply chooses not to except in the most dire situations.

I watched the WATCHMEN, does that count?


...anyone familiar with the comic series (it was a comic roughly three decades prior to the movie) would recognize a similar line used within:

I'm not overly fond of Zeb's Guide...nor do I have any qualms stating why. Tongue out

See, therein lies the gag. I "watched the Watchmen" on my DVD player. Back in 1986 Alan Moore & Dave Gibbons had no way of knowing that 25 years later their run of comic books would be made into a movie where people could literally "watch" the Watchmen. It took on another meaning once the movie was made. ;)

"Who watches the watchman." Why the UPF Bureaucrats, of course.  They created Committee on Interstellar Law (COIL For short) to do that. Who watches Coil?  Section 6  of course.  And who  watch over both of them, Star Law .  It is nasty little circle we  have here.  All play nice with each other but ready to pounce if the other screw up.

 

Oversight, is a nasty little game.  No one wants to get their fingers caught in cookie jar, or behaving badly,   Paranoia drives it and even the most honest john can feel it gnawing at their throats or become corrupted by the power oversight can offer them.  Even the best of intentions can be corrupted to perform a task to cripple or  remove someone from their post or job.  It's slippery slope, politician play on and other's use to their advantage.

 

There are a whole bunch of scenario here.  You can take your pick.  But watch how you play them because in the end,  You may just handicap the force your trying to save?
