For example,murderers forced to relive their victim's last moments periodically, by means of inserting the memory engrams of the victim into their brain. The medical technology that made this possible is very advanced by Federation standards. Prior to this method, lethal injection was the means of punishment for murder.

Note memory engrams are used as evidence. 

An autonomic response analysis scan or ARA was a Starfleet medical procedure to confirm if a person was telling the truth, in effect acting as a lie detector.

Not sure how to present this tech yet but a good sci-fi idea for both criminal investigation and punishment.

I can imagine a great plot line with a mad man that collects the death moments of murder victims and relives them.  This is his "drug", he is adicted to death.  The guy could even be the "executioner" that is implants the memories in the convicts mind.  He copies them for himself and sells them on the black market too.  Then he gets the death of some promanent individual and sells it on the black market.  The death experience includes information that certain parties do not want exposed.  The PCs get quietly hired to collect the individuals that have experienced the death memory.  Eventually it gets out to the media what the death experience contains and the big secret is exposed.  The PCs and society then have a big dilemma.  They have to choose how to act on the exposed information.  Also society has to confront the concept that their perfect "humane" punishment has a dark side and some people, many convicts included, are addicted to and enjoy other's death experiences.

Great angle iggy.

In the show, the engram is falsified somehow (no technology is full proof) and used to convict an innocent crew member, then the death moment punishment is implanted in the person who relives it every 14 hours, but piggy backed into the false engram is state secrets, the procedure was done in such a way by the doctor (who falsified it) that it started causing medical problems so then the other Government he was working for could try and use the transfer opportunities between planet to ship, ship to planet as chances to abduct said crew member to get the state secrets. 

I like your idea better though, it is like the ultimate snuff film experience, sickos. Plus it would create a trail of missing persons... could be a good Star Law adventure or PI adventure.

Yeah second that on Star Law scenatio. Start the investigation out as the PC(s) not knowing about the stat secret though and make it one of the reveals during the adventure. Actually set up a situation where a powerful NPC leans on the PCs to keep the secret forcing players to make a choice. Secret could latter get out and PCs be blamed for it.
