Basic idea is to create a player controlled mechanic that creates social, ethical and moral ties to the setting world.

Players have 3 points they can invest in a cause or passion and under one promosition they get a 5% EXP bonus when they take actions that advance that cause, ethic, or moral under another proposition they game game points they can use to affect in game dice rolls (fate points).

The classic example cited was the AD&D pallidin that had constraints on his actions. I think this is a potentially a better  to handle pallidins, clerics, shadow knights and etc- even assassins or theives. Of course in a game like Star Frontiers the 5% EXP doesn't work so well so you'd want passion/devotion motives and (fate points)
I might not be a dralasite, vrusk or yazirian but I do play one in Star Frontiers!

I have been thinking about using some similar. In a rules-light version of the D6 system called Mini-Six, they have a list of "Complications" that the players may pick to hinder the PC in some way.

This differs from most point-based systems, it that the Complications rewards players with bonus EXP () for becoming hindered by the complication in some way, then to use them in CharGen to leverage for more Character Points. So if a character is lecherous/boy-crazy, then they character would be rewarded for hitting-on, flirting with, making passes at, or groping someone the character would find attractive. It goes beyond that - mental impulsions - it could be about being too young or old, mental or physical disability, curse or foolish with something/someone, subject to unwanted attention, a dangerous personal secret, code of honor/conduct, etc.

During CharGen, the players may choose up to two complications (they maybe lost or gained during the course of the campaign), and only one bonus EXP reward maybe granted for each complication, per game. (Given how SF offers a few points per game, this seems right for the game.)

Doesn't Bare Bones do this with the values system?
Sounds like a great job but where did you say we had to go?

I wouldn't know. But at the core of the idea I like it especially if it could be a system for motivating a player to play out the restictions on behavior on say a paladin. It doesn't just have to stop with goodie two shoe characters either.

Its far better than simply, "Sorry a paladin cant do that."

Well everyone should get a copy of Bare Bones of course.

There are five values pairs Kind/Cruel,  Focused/Unfocused,  Selfless/Selfish, Honorable/Deceitful and Brave/Cowardly and each is rated on a scale of either Somewhat, Very or Totally
When you role up a PC you pick one of the pair and rate it. You get bonus EP for staying within your character guidelines or penalties for not. Like a Cowardly-Totally who charged first into every combat
