Recruitment for Spacefleet

I am taking this almost quote from the book Gray Raiders of the Sea by Chester G Hearn (Louisiana State University Press 1992)

Confederate Agent Bulloch arranged with a British agent to recruit sailors for the built in Britain in somewhat secret CSS Alabama (cruiser/commerce raider). When he arrived at the dock with the tug to take the recruited sailors to the CSS Alabama, he was shocked to see as many women as men on the dock. The sailor's ladies would not leave their men's sides until they had been paid the sailors' first months wages.

The common practise in those days was for a recruitment agents to have "ladies" find unemployed sailors and encourage them to find work. They would then take the sailors' first months wages, wave goodbye and go find their next sailor for the recruitment agent.

Two things
1)How would you work this into the SF universe
2)Remember this when people say how much better things were in the old days

Well payment is presumably to the ID card in electronic funds though there must be credit chits available for cash and carry. Not sure how I would incorporate this. To a certain extent the Brotherhood of Spacers is like a union watching out for members and it would not be happy about this sort of thing. Plus it would be very difficult for ladies from 4 species to do this simply based on the reproduction methods.

 What might work is that a clan will provide yazirian spacers and take their first month wages up front and they would be cool with it as it benefits the clan.
I might not be a dralasite, vrusk or yazirian but I do play one in Star Frontiers!

Going with how Spacefleet seems to be based on the Age of Sail navies I saw this and the recruitment gangs who encouraged sailors to jion ships and other methods might make for interesting situations for players.

I should mention these sailors thought they were going on a merchant ship headed for India. They only found out the real situation once they were brought aboard the CSS Alabama at the time named Enrica.

Really need to work on the Brotherhood of Spacers and what they are like.
Sounds like a great job but where did you say we had to go?

Vrusk might have young vrusk work off their nursery debt.
Humans might have mandatory public service or payment in kind for education. 
Dralasites might encourage star ship crew work as valuable travel education for new buds gone a wandering.
