There's a decent idea for a full blown module, or even campaign - right there.  And you can use the Libya events (as best you can glean them) to serve as a model for your plotline and event guide.

Some observations of my own:

Libya is very very tribal and Col. Nut Job has done his best to play the tribes against each other. With a little tweaking this could be yazirian clans. Perhaps the role of Col. Nut Job is being reprised by the Head of a the Family of One?

Also the PCs could easily start out as employees of company X and are trapped on the planet but must 1. safe guard company assets if possible 2. complete their mission as best they can 3. dodge rioters and police equally.
Adventure builds to the point that they are forced to make a moral decision to help one side or the other to complete their mission.
I might not be a dralasite, vrusk or yazirian but I do play one in Star Frontiers!

Interesting side note while the US tends to ignor Libya the French government has had some big dealings with them. Both Chad and Libya were former French colonies and neither has faired well after liberation. But when the Libyians invaded Chad the French helped defend them.

If only we knew of a group of adventurers who would be willing to:
A) transport weapons/medical supplies/evacuate refugeess to a planet or region under attack
B) belonged to an organization whose job is to stop little wars from getting big
C) work as mercenaries and need the employment
D) belong to a military of a government who want to help (CRM maybe)
E) must go to the museum and rescue the Artifact of the Ancients while war, looters, and people in need of help rage around them (or go with the Kelly's Heroes version and the huge pile of gold or the Three Kings version and they find their true calling in helping others)
Sounds like a great job but where did you say we had to go?
