While looking through the IRS instructions for form 5405 First Time Homebuyers credit it mentioned members of the Armed Forces, Foreign Service and Intelligence Community stationed outside the United States could get an extension. Not the important part.

It then went on the list who was considered part of the Intelligence Community.

You are an employee of the intelligence community if you are an employee of any of the following.
The Office of the Director of National Intelligence.
The Central Intelligence Agency.
The National Security Agency.
The Defense Intelligence Agency.
The National Geospatial-Intelligence Agency.
The National Reconnaissance Office.
and any other office and within the Department of Defense for the collection of specialized national intelligence through reconnaissance programs.

OK there it is, the official definition, now start applying it to the UPF

Well, in the UPF, the official intelligence community would mainly be Star Law, as one of their main purposes is intelligence gathering(against the worms primarily). 

Of course, the Council of Worlds might also maintain a standing Federation Security Committee, consisting of represenatives and agents from various UPF agencies(Spacefleet, the PSA, the Warmasters' Guild, etc.), as well as Star Law.

The Planetary Survey Administration's mandate also includes intelligence gathering(again, mainly on the Sathar and their allies)and would probably create several specialized departments dealing with reconnasiance and intelligence gathering.

Also, Spacefleet would probably have its own intelligence branch, specializing in enemy fleet movements, shipbuilding and the like; they would probably even have specialized recon craft to survey potential threats.

Landfleet would also have its spooks, concerned mainly with gathering info that ground pounders would need for their operations.

Each planetary government would have its own intelligence gathering agency as well, with these agents(like the agents of other UPF organizations)being seconded to Star Law(or vice-versa), as the need arises(similar to the way the British intel community swaps its operatives between MI5, MI6, GCHQ, etc., as needed).

Megacorps will have their own intelligence operatives, concerned primarily with gathering intel on other corporations, but sometimes on the UPF as well(especially where military contracts and tech are concerned). These corporate operatives may be drafted by Star Law or a similar UPF agency, if their skill set becomes necessary to serve the best interests of Frontier security.

As for the Rim, the Flight and the CFM would have separate intelligence-gathering agencies, with the CFM's intelligence agency assuming the general external intelligence-gathering role for the Coalition(as the Capellan Free Merchants are pretty much everywhere, and are into pretty much everything, legal or otherwise).

The Humma would also maintain intelligence-gathering capabilities independent of the rest of the Rim, with a certain lineage providing these services for the Humma as a whole, and the Humma houses/lineages having some sort of intelligence-gathering functions in particular.

In fact, I can see Lineage Kro and Eruditi warriors lending themselves to black ops.

Nice, Will! need to cross post some of your material in the zebs project.

I like the idea of a Frontier Security Council. with members of various organizations post to it on an ad hoc basis. great possibility for dealing with Frontier wide plots in an adventure.

I might not be a dralasite, vrusk or yazirian but I do play one in Star Frontiers!

I was thinking that maybe the Frontier Security Committee would serve as a kind of war cabinet in case the UPF was ever attacked.

Or, maybe not.

BTW, such a committee would doubtlessly include the MSO, given the Sathar's habit of using genmodded attack creatures, viruses, and organic weapons(like the black slime thingy used by the Port Loren raiders).
