IMCE does not allow uploads even though you have the proper extension. could be a access issue.
ERROR : Only images with .jpg, .gif, and .png extensions are allowed.

If I'm reading this right - are you saying the one edited with GIMP is saving it in lowercase "png" and the other file you uplaoded was with uppercase "PNG" ? not able to upload a .png edit'd with GIMP. but other PNG's work. wery wery strange. Check your settings and such... I think your gimp files aren't really png files despite being named that. I found that with your ocs logo. You had the logo named as a png file but it was graphically a bitmap file. Some software can view files named that way (internet explorer and firefox included) because those programs autodetect the format from the headers within the file instead of assuming the filename is sufficient to classify it. I think the filters and stuff we have available to us through Drupal are limited in that they are doing type checking based on file extension, then passing the file to the iMCE program that doesn't know what to do with it because it's checking the type through file headers.
