Transparent raincoats over normal clothing was available long before BR was filmed.
I'm not overly fond of Zeb's Guide...nor do I have any qualms stating why. Tongue out

My thought was that they have borrowed from everywhere and assundry in SCi-fi media and that Blade Runner had given someone an idea for Zebs.
