Anyone know where the name Hatzck Narr came from in assoication with the Star Devil?  Module, article, or fan pro?

I think that is from some fan speculation. Possibly from this very website. It certainly is not part of the Volturnus modules nor Zebulon's Guide. So it is something you can take and run with, or ignore and do your own thing.

And it's not from the "Volturnus Connection" article in Dragon.  Definitely a fan creation as far as I know.

No official association but in the Frontier according to Jedion a luetenant of Hatzk Naar escaped the First Common Muster and founded the Star Devil pirates changing his identity to The Star Devil since he was wanted under his original name which was discovered in the computers of the captured pirate vessels.

So MINER was a front for Hatzck Narr as well?

Not necessarily, it's explicitly said to be a front for Star Devil. It may be that in the environment of post 1st common Muster with the need for greater secrecy that the Star Devil set up the front company as a way of doing business.
I might not be a dralasite, vrusk or yazirian but I do play one in Star Frontiers!
